Within the limits of the second day of the international specialized exhibition “Import substitution” the round table discussion on a theme “Contract manufacture in aerosol branch as a way of import substitution policy realization on the market of consumer goods” has taken place. Management of Arnest Group, representatives of the federal and regional authorities and also foreign partners have discussed questions of contract manufacture application on an example of aerosol branch and measures of its state support.
The deputy minister of the Russian Federation on the North Caucasus affairs Andrey Reznikov, vice president of the Government of Stavropol region Andrey Murga, the director of Investment Projects Department of Ministry of the North Caucasus affairs of Russia Olga Ruhullaeva, the chairman of the board of the Russian perfumery-cosmetic association Tatyana Puchkova, the rector of the North Caucasus Federal University Alina Levitskaya, the president of OJSC Arnest Alexey Sagal, the representatives of the companies L’Oreal , Unilever, Beiersdorf and other enterprises have taken part in the event.
Contract manufacture allows trade mark holders, patent owners, products developers and other companies to place the order for manufacture of the product with an outside organization. In Russia this scheme is widespread during manufacture of electronics, cosmetics, household chemical goods and pharmaceutical products. The output volume on a contract basis on the market of cosmetics and household chemical goods in 2014-2015 has made from 15 % to 35 %.
– Development of contract manufacture in North Caucasus Federal District can help to solve existing problems. In this respect successful experience of Arnest company in aerosol branch for us is not only a pride subject, but also first of all the sample for studying, and possible distribution in other industries, – Andrey Reznikov has said.
Delivering the report Alexey Sagal has noticed that contract manufacture is an excellent possibility of development of the Russian enterprises, and also growth of export of not raw goods from Russia in modern conditions. In his opinion success of import substitution policy in aerosol branch depends directly on localization of main kinds of raw materials and half-finished products, and also on anti-recessionary support from the state. Currently there are some shared problems constraining development of contract manufactures: high cost of certification, not readiness of the Russian manufacturers to deliver raw materials and accessories of the needed quality (gas, tin, packing etc.), constant increase in cost of alcohol used in manufacture of aerosols and others.
Participants of the event have concerned themes of creation of aerosol cluster on the basis of the enterprises of Arnest Group and North Caucasus Federal University on the territory of the North Caucasus federal district. For realization of development advantage of cluster models of the industry development, involving in this process scientific and personnel resources has the major value. Alina Levitskaya has told about successful experience of interaction of Arnest and North Caucasus Federal University: in September a signal for start was given to main department of technological processes and aerosol manufacture equipment and in 2016 the educational and scientific laboratory of industrial design will be created. Realization of a series of measures is aimed at preparation of high specialized experts in the sphere of the chemical industry.
Following the results of open discussion, the offers of participants of the round table discussion, supported by federal departments, are fixed in the resolution on the basis of which it is planned to prepare a number of specific proposals to interested authorities and the Government of the Russian Federation concerning development support of contract manufacture in Russia.
Let’s remind that on September, 15th in Moscow region there took place the opening of the international specialized exhibition “Import substitution” where competitive goods and services of domestic and foreign manufacture have been presented. More than 350 companies have taken part in the project. The purpose of the event was assistance to acceleration of working out, manufacture and sale of competitive Russian import substitution goods and services promoting development and saturation of the national and foreign markets. The exhibition took place with official support of the Government of the Russian Federation.
